Issue with Mask Flood Fill when using Mask's "Update transformation with mask" Option

To reproduce:

1. Run PWP 8.0.549
2. Create Color Wheel Test Pattern
3. Add Composite transformation
4. For the Overlay use the default White solid color
5. Create new mask
6. First, uncheck the "Update transformation with mask" option from the gear menu
7. Select the "Display Input and Preview Side by Side" option
8. Select the Flood Fill tool
9. Note how the cntrl-shift-click action works as described in the Help - "applies the current flood fill and starts a new one"
10. Now select the "Update transformation with mask" option from the gear menu
11. Note the cntrl-shift-click action no longer works as described
