Speck removal tool : PWP appears stalled with excessive CPU utilisation

Scenario

Open tif 48-bits image file ( e.g. 3165 x 5100 pixels )
Invoke the Speck removal transform with a large radius
The GPU fan starts whirling
When user attempts to cancel the transformation using the dialog box, nothing happens for minutes

The time goes up as the square of the radius. A while ago I fixed a bug that was making this run faster but not searching thoroughly.
