Workflow, skipping widgets, and RAW reload

In a workflow: if I skip a widget, the RAW file is read again (I feel because the previous/skipped widget had no output). The skipped widget executes silently if the settings were set before. Why the previous widget need to re-read the RAW file again, rather than taking the latest version of it, from the last widget set?
