Issue with dragging dialog boxes between monitors

It turns out that in some cases, dragging transformation or other dialog boxes between monitors that have different scale factors can cause Picture Window to go into an infinite loop due to peculiarities in the way Microsoft implemented this feature. I am working on the problem, but don't yet see a good solution. In the meantime, be aware that this can happen, especially if the scale factors are very different between the two monitors.
