Magnifying Tool and permanent docking

I can't figure out a way of preventing the Magnifying Tool window from following the pointer (and/or making it return to the position I moved it rather than always to the LH upper corner of the display window). Sometimes I find the magnifier window moving constantly as I probe the image distracting.
