Unable to snap to 0,5 cm grid in Layout

I set the display and snap grids to 0,5 cm in Layout, but fail to align the panel to it. In the attached example the panel snaps either to something about 28,25 or 28,75, never to 28,5 - red line. Are there inches meddling into the calculation?

It seems to work OK when I try it here. Depending on how you are scaling the image, the panel size may not be a multiple of the snap grid, but the lower left corner should snap.

You are right. The lower left corner snaps. I forgot it is this corner that counts.
