The linked *.pdf file describes two methods by which a Vibrance Skin-Hue Mask can be created using PWP 7 or earlier. This Mask can be used as the Input Amount Mask for a variety of PWP's tranforms. Input Amount Mask white controls the amount change to the 97-11% Hues [red to orange-yellow], 90-100% Saturations at all Hues, and all Values; and Input Amount Mask black determines the amount of change to 12-96% Hues, 0-90% Saturations, and all Values. Examples of people and nature images for its use with a HSV-S Color Curve transform is also provided.Saturation is a uniform bumping up the intensity of all colors in your shot, regardless of the starting point of the colors. This can result in clipping (over saturation of certain colors which results in loss of detail in those areas) and over saturation of skin tones leaving them looking too orange and unnatural.
Vibrance is a smart-tool which cleverly increases the intensity of the more muted colors and leaves the already well-saturated colors alone. It’s sort of like fill light, but for colors. Vibrance also prevents skin tones from becoming overly saturated and unnatural.

While the pdf examples utilize the HSV color space, try experimenting with the HSL color space.

P.S... ...to be sure it may be simplier to use the Color Correct transform to prevent over saturation of skin Hues and Values... ...but the control offered by this Mask and the suggested Color Curves transform HSV-S or HSL-S curve, may offer more precision in adjusting to an overall image preference when monitoring an updating Color Curves 'Preview'...
