When no tool is selected in the toolbar, clicking on the displayed image has no effect.
OK, so this means there is room for default actions.
Left click on the image could have the same effect as the zoom tool (*) , a second click would go back to the original level of magnification.
(*) target level of magnification could be defined in preferences
Press, hold and drag the left button would act as the scroll tool, moving inside the image.
This 2 actions are probably the most frequent ones, and these suggestions would make unnecessary activating and deactivating the toolbar.

I like the idea of a left clicking zooming to 1:1 and dragging moving the magnified image.
I wonder also if the scroll wheel could very the magnification.
