I love the versatility and ease of use of the print transformation. Recently however, I encountered two behaviors that may not be as intended. For economy in description, I will describe the behavior using specifics. With an image size of 14" x 9.3" printing on paper 13" x 19"
1. Scale/to image dimensions (all is good here)
2. Then, Scale/custom, and adjust height from 14" to 7" (behavior not as I expected, as PWP cropped rather than scaling the full image to 7" x 4.6".
3. Then, back to Scale/to image dimensions (also behavior not as expected as PWP used the cropped image rather than going back to the full 14" x 7" image.

In Custom Scale, you get to set both the width and the height and the image is cropped as necessary to fit. You can adjust the cropping rectangle overlay on the input image. The proportions of the cropping rectangle are locked to the custom size you specify, so if you halve both the height and width you can still get the whole image.
In Scale to image dimensions, you can adjust the cropping rectangle freely.
The interface is a little confusing, but without adding a lot of other options and making it more complicated I'm not sure how to make it work any differently and still preserve the functionality.

In step three, I think it would be better if Print returned to the original image rather than use what may or may not have been cropped.
Since the term "scale" often refers to scaling the entire subject (like the scale of an architectural drawing), perhaps use something like "Image Size".
Under the options for Scale, "Custom" could be renamed "Custom Crop". Since the other options don't crop, it is helpful to be reminded that this option does crop.
I agree, don't make Print more complicated, it is really useful as it is. I avoid trying to figure out how to make Print produce an image of the size I want by using Resize before Print and then printing to image dimensions.
