I've attached a (renamed) that shows the following bug.

Run the workspace and open (probably) any TIF file.

Open the last transform, brightness. Now open the mask for re-editing. Now try
the blur tool. It seems to be stuck at 50. I can't slide either left or right.

I have seen a similar 'stickiness' when using the flood fill mask tool. I have seen this issue
before, but this workspace was simple to share.

It looks like there may be some kind of issue with Flood Fill, but I don't see it with my own images. Can you send me a copy of the TIFF file that is causing the problem? You can use https://wetransfer.com/ to send large files.

Let's hold off for a bit... I'm upgrading (I hope) to Win10 today. I'll see if that makes a difference.

Well... with Win-10 I don't see the problem. I'll let you know if it pops up again.
