I recently started using a new AI-based sharpening/upscaling program from the Netherlands called AIarty (https://www.aiarty.com/). Currently a lifetime license is on sale for $74.
On all the images I have tried, it produces more realistic results with fewer artifacts than Topaz.
The only awkward limitation is that it cannot export TIFF files, just 16-bit PNG which actually works pretty much the same and which also preserves the EXIF data. They apparently plan to add TIFF export support in future versions. The program can already open 16-bit TIFF images.
There is a good video review at: https://youtu.be/uxMBYeMSKqM
