Tone/Sat between programs

Although I have a new monitor that has not yet been calibrated (awaiting a few days delivery of colorimeter), I notice on this one as well as the previous one (NEC which had been calibrated, albeit a while ago) which I just replaced, that the tone/saturation of the same image is markedly different when opened in PWP compared to PS. Both are set with Adobe RGB and other settings have been matched as best as I can figure out. The image when viewed in PWP is much more subdued than in PS. I "Saved As" an image with a different name so I could open it in respective programs and switching back and forth between programs shows a noticeable jump in Tone/Saturation from one to the other.
Although I will likely await the calibration process, is there anything in particular that causes this issue that I should pay attention to? I suspect color management can be a deep rabbit hole, but there must be something fairly specific that needs addressing if two programs present an image noticeably different on the same monitor, calibrated or not.
