Although I have a new monitor that has not yet been calibrated (awaiting a few days delivery of colorimeter), I notice on this one as well as the previous one (NEC which had been calibrated, albeit a while ago) which I just replaced, that the tone/saturation of the same image is markedly different when opened in PWP compared to PS. Both are set with Adobe RGB and other settings have been matched as best as I can figure out. The image when viewed in PWP is much more subdued than in PS. I "Saved As" an image with a different name so I could open it in respective programs and switching back and forth between programs shows a noticeable jump in Tone/Saturation from one to the other.

Although I will likely await the calibration process, is there anything in particular that causes this issue that I should pay attention to? I suspect color management can be a deep rabbit hole, but there must be something fairly specific that needs addressing if two programs present an image noticeably different on the same monitor, calibrated or not.

As a follow-up, out of curiosity I opened the Test Pattern > Color Chart and copied it to also do a program comparison.

In PWP, all the "squares" show the gradual step fading from the center out while in PS (especially in the green and cyan), only the middle and next step fade is visible. And the Saturation boost and darkening (quite noticeable in the bottom row) in PS is noticeable.

I got to say as well, some of these test patterns are very helpful in many ways. I have used a few over the months/years. Kudos.

I really can't tell you anything without seeing all your PS and PWP color management settings.
