Hello. PWP 8.0.91 Windows 10
Open PWP, no images and CPU% in task manager = 0.0%
Minimize PWP, no images, to task bar and CPU% in task manager = 30.0% +

As far as I known this is resolved some versions ago. Just install the current version.

According to the update log, this was fixed in 8.0.95
