Keyboard shortcuts precedence

A general question about the keyboard shortcuts: for the new Ctrl+Q/Ctrl+A I just realized that I got those two assigned to Veracrypt (closing all drives and mounting an A drive). So with the PWP on, they still work with Veracrypt which was open in the background. Once I closed Veracrypt, they started working for PWP as intended.

When I restarted Veracrypt, it highjacked those keyboard shortcuts again. That's not a problem as I can change those shortcuts in Veracrypt to something else, but how does the precedence for shortcuts work? Why would Veracrypt wrestle the shortcuts away from PWP, not the other way around, or not according to the sequence of running the programme?

I have no idea how Veracrypt works. PWP gets its keyboard shortcuts the normal way, so when it is running it gets the messages. It may be possible to intercept messages at a higher level however, although I don't know how that works.
