Resize (resample) to a longer side in batch

Is there a way of resizing an image a fixed longer side dimension in a batch that includes verticaL and horizontal images (akin to Bounding Rectangle in PWP7)?

I found a way to do that in Export, but I'm not sure if that will work for what I'm trying to do, which is a) resample the image b) add a border to it c) type a byline on the border d) then save/export the product, all in a batch for several images.

You're right, I probably should restore that PWP 7 feature.

I think it's a corollary to Murphy's law that any feature you leave out will turn out to be critical to someone.
