Some irregularities in Layout

There seem to be some irregularities in refreshing the panel when some proportions are changed to some other.

1. Open Layout and add a new panel
2. Load an image into the Color/Image
3. Change the proportion from default Fit in panel to Fit in panel - scale to dimensions -> the image in the panel changes depending on its dimensions
4. Select Fit in panel or Fill panel -> nothing happens - you need to reload the image to refresh the panel

similarily:
Fit in panel to Fill panel is OK, the other way round is not - the image reloading is needed

What appears to be happening here is that in some cases such as Fill Panel, the input image cropping rectangle is set to less than the full image and it remains that way until you reset the cropping rectangle.

For the next release, I now automatically reset the cropping rectangle when you select Fit in Panel.
