Clone Tool

As noted in another post, the issues I will describe may be related to my computer and not PWP8. If you can confirm...
I can't do a single click clone (regardless of the size of the clone radius). If I do a single click, nothing is cloned. I have to click then move the cursor slightly for it to work.
When I clone (either with mouse or pen) some pixels just outside the clone circle are affected. If I am cloning while moving the cursor, it reminds me of a bow wave in front of a ship where the water is affected well in front of the actual physical structure of the vessel. It's only a couple pixels in front and you have to zoom in to 2:1 or greater to see it clearly but it is obviously outside the clone diameter circle. The consequence of this is, if I want to clone up to a border (I was cloning the background around the petals of a flower), the cloning happens beyond where I want it to.
