Are there features yet to be added to PWP 8? For example, will the program eventually support raw files, again? Will it include that nifty toolbox that used to allow you to lighten/darken, increase/decrease saturation, etc, with a brush?

No toolbox - functionality is in Adjust transformation when used with a mask -- not as convenient, but much more powerful and easier to control.
