Bug fix release 23-Jul-2018

I have posted a new release (23-Jul-2018) in full installer and executable-only versions. No changes to help file.
The changes (taken from the update log) are:
Increased limits on command line length and number of arguments.
Fixed problems in Frame and Watercolor transformations not acting on text input changes if OK or Apply was clicked before the time delay expired.
Fixed problems with overlapping controls in Mask dialog.
Fixed several problems with Move Image Up and Move Image Down.
Fixed problem in Bilateral Sharpen causing crash in some cases if the transformation dialog box was open and an upstream image was modified.
