The Crop transformation ingores Default Unit value set up in Preferences. It neither remebers the last value used in a session. It always opens with pixels preset. The resize units at the bottom of the dialog are OK.

This is not an oversight. Generally when you crop an image you do so based on content and perhaps height-width proportion. Cropping does not imply any commitment to a particular scale factor (dpi). For example you might print the same image at various different sizes and therefore different scale factors. In other words the same crop would be used to print a 4 x5, 8 x 10 or 16 x 20.

The units Preferences setting is used to express whether you prefer English or metric units in cases where it is reasonable to assume a dpi. Note that in the resize portion of the crop dialog you can also specify the dpi, making metric/English units meaningful.

It is as you say - cropping based on height-width proportion.
I often need to make repeatedly a number of blocks of small test print crops of fixed height but variable widths from diferent parts (colors and details) of each image. When resizing the cropping rectangle by drawing its sizes it is easier to watch and check the required diameters in cm then in default pixels, and consequently calculate in head the size of the print crop in cm still to fit somewhere in a free available space on the test print paper.
If the unit type could be only remembered during the session, it would be quite handy in situations just like this, for checking the target sizes of repeated numerous little crops in a prefered type of unit without having to choose it each time the transformation opens. It is nothing more than "nice to have".

If you are making test prints of multiple sections of the same image, you might want to try album. It's a way to print multiple images on a page without any math, all in one shot.

To do so, open a blank album page, set the panel/template to Manual and insert as many copies of the image as you want. You can then position each copy to a different section of the page by dragging it. You can pan and enlarge each copy to show the section you want. Finally, print the page.

These are summary directions, so you will need to look at the manual to get all the details. But once you get the hang of it I think you will find it much easier and quicker.

Kiril, thanks for the suggestion. Though I never print more then one block of the test crops from one image at one shot, as I always need to carefuly examine the result, I will take a close look at the Album and see.
