There are two problems here: first is a rather bad color cast, and second is low contrast.
To attack the first, I used RGB curves (which also had the effect of increasing contrast.) I set the black and white points of each channel at the ends of the main lump of the histogram and applied these at 50%.
The color was much better, but the contrast still needed some work, so I again turned to curves. I made a simple straight line curve to V, as above setting the black and white points to the end of the main lump of the histogram- very simple.
At this point there was so much posterization that I decided not to do anything more, such as large radius sharpening; nevertheless these uncomplicated curves improved things a lot.
