strange windows popup

If I double-click an image in the explorer the attached message pops up before PWP starts.

If I start PWP "normal" no message appears.
Any idea what might be the reason?

This is not a Picture Window message but apparently comes from Windows. This message is issued by Windows for various reasons, many to do with Microsoft Office or other situations not relevant to Picture Window. Since you are getting this message when you are opening a file, it may refer to some kind of configuration Windows makes for file associations. These have become more and more elaborate over time.
