Note I'm running Win-8, dual monitor...
I open the Monochrome tool, select Filter, then select solid color. I see the window called 'Filter Color'
with the color cube in the middle. I drag that window to my 2nd monitor and the color cube almost
disappears - there's a tiny stripe of it remaining on the right edge. If I re-size the window
the entire color cube re-appears.

Windows 8 does not have robust support for dual monitors or high DPI monitors. Setting the scaling on both monitors the same may or may not help. It should work OK on Windows 10 or 11 with all updates installed. Unfortunately I don't have any Windows 8 machines to test on here, and it works OK in Windows 8 compatibility mode.
