Permanent link to dl-c.com on top of the forum

I'm not sure if it is possible, but I would find it convenient to have a link in the phpBB forum pointing back to the main dl-c.com website (downloads, docs etc.).

There is probably a way to put a link in the phpBB header, but it is above my pay grade.

I can easily do either or both of the following however.

1) add a link to every upgrade notice

2) add a sticky topic that stays at the top of the list with links in it

Apparently you can only have one sticky topic so I added it to the Message Board Registration topic.
