I routinely use 13x9.5 and 9.5x13 dimensions for cropping (1/2 of 13x19 paper).

It would be great if the crop function would remember recent crop factors or have a
preferences file to add preferred settings to various functions.

You can save Crop settings files with your desired custom settings by setting the initial conditions you want and then selecting Save Settings As... from the Crop Settings menu. Then Load them back later to restore the saved settings you want. Try not to embed periods (.) in the filename as this confuses Windows' file extension matching algorithm.
