As this has been only a mild irritation I have just accepted it as something quirky in my system. But today, when I installed 8.0.46 I did not get the Defender warn...

Also, FWIW, 8.0.29 returned to the old behavior with the Defender warning. But when I ran the fix that I described previously on 8.0.30, it installed without the warnings. I have no idea what's going on with my Windows 10 system.

Thanks. I checked these and I seem OK. I have the App & Browser Control Smart Screen settings all set to Warn.

I just installed 8.0.25 and my Windows 10 seems not to have recognized your newly acquired digital certificate. Since nobody else has mentioned this, I wonder what might be amiss.
