Adding outside border areas

They want this so that all images, whether portrait or landscape, will have the same overall square appearance. I am trying to figure out a PW method to do this. I can't make the composite transformation work. I am sure there must be an easy way, but I can't find one? You can than pick black as the color and add the width of border you need to the top/bottom/sides. You can even have a wider border at the bottom than you do on the top.
