Translated into PW:
Transformation - blur - high pass - radios 10
Composite - Method hard light - control amount slider and that is it.

Addendum:
For added control, use a Light/Dark Halo Control Mask, formed by a lower-left Apply ADD of a Mask Tool - Brightness Curve [0,0] [50,0] [50,100] [100,100] (a Stair Step curve) to the HighPass image version.   Use this mask as the Overlay Amount Mask where white will control the amount of light edges and black will control the amount of dark edges.   Try setting the white amount to range 33 to 67 and the black amount at 100, then adjust the Input image control amount slider as suggested to a preference while monitoring an updating Preview.
