I typically make some masks I know I will be using with the Mask tool. I frequently then would like to make a 'derivative' mask, that is, tweaking a mask I have already made and saving it as a new mask without altering the 'base' mask I started with. I could see this simply adding 'new' mask to exiting masks that have already been created using the Mask tool. This would take a new button in the Mask tool to save the changes I've made to a mask as a new mask.

Thoughts?

If you create the base mask with the Masks transformation, you can then use it as-is of you can modify it within other transformations. You can make derivative masks using additional Masks transformations that reference the base mask.

While masks used within transformations can start with a base mask which you can modify or not, as Picture Window is currently implemented there is no place to save additional masks.

So...

I make a 'base' mask early on use the Mask tool.

Later, in the Brightness too, I use that 'base; mask. If I modify it while in the Brightness tool, does the original 'base' mask get modified or do the changes only apply within the Brightness tool?

Changes propagate when you update the base mask, but not vice versa.

When you use a mask as the starting mask for a transformation, it copies the referenced mask to the current mask and then subsequent changes you make are applied to the copy. If you then go back and modify the base mask, all transformations that use it are recalculated using the updated base mask.

Perfect - any changes made in a tool like Brightness to a previously created mask locally modifies a copy of the original mask.
