Horizontal Scroll Cursor

The Horizontal Scroll Cursor moves all the way to the right or left of the frame when increasing magnification, thus not keeping the image centered.
Vertical is OK.
Windoes 7 64 bit

I tested this on my 64 bit Windows 7 PC and found the same problem ... but only when PWP 8 is in a window not covering the whole screen. When the PWP window is maximized the phenomenon does not occur.
